I had a look at that echolink program you mentioned. Seems you need a license to use it, I don't have one of those.
I thought I'd have a look to see if I could find something similar that was Listen only.. I don't think you need a license to listen?
And these days, a good cheap radio project for anyone is a RTL-SDR receiver.
Basically, a $10 TV dongle off eBay and some free software and you have a fancy
receiver. :-)

Ok. I am andrew, I live in Toowoomba, Queensland, Australia. I like programming. I don't know much about radio, but 10-15 years ago I met a fellow who lent me an amature radio receiver, I also had a cb radio and
a big antenna on the roof. It was a lot of fun listening in to people
chat and seeing where they were from. These days I live in a small unit that we rent, so can't really
construct antennas and stuff, but am keen to read what goes on in the echo areas to see what I can learn.
RTL-SDR is a fun part of the radio hobby that anyone can take part in.
As it's a receiver, no licence needed! :)

It is a really a great tool.I'm currently using as SDR remote station one of my Raspberry Pi 1B, attached to RTL SDR dongle and discone antenna - I'm using rtl_tcp to stream the captured VHF radio to all my home LAN, by powerline 200mps.
Used it also the decode ADS-B airplane messages with dump-1090
By default, at boot RPi starts Dump1090 fork called 'Mutability',
enhanced versione of Dump1090 with heatmaps displaying, better
net-code and others.
My RTL-SDR.com v3 just arrived.
Works very nicely, and I love the metal enclosure and the direct sampling already inlcuded.
Great for 20 USD for the dongle or 25 USD with 2 telescopic antennas and
a mount included.

It is not limited to rtl-sdr.
If your transceiver can transmit it will convert the transmit signal
also. You can use it for example with a ettus USRP B200.
You would need two ham it ups, because the b200 has 1 sma for send and
one for receive.
