    So I had to let my amateur radio licence lapse due to financial reasons
    and I can't find my certificate of proficiency...

    The ACMA are adimant that if I received my certificate of proficiency
    after 2007 the WIA is in charge of reissuing my certificate. The WIA
    don't want anything to do with it and said the ACMA needs to reissue the certificate..

    Great! All I want is my certificate back but I don't think anyone is
    really interested....

    Way to get people back into the hobby!

    I suspect you're the victim of bad timing. The WIA's deed for conducting examinations expired on Feb 1. The new successful tender has been announced, but the transition arrangements aremn't finalised yet. I also don't know what that means for those who earned their certificates of proficiency through the WIA.

    I'm not sure what to suggest, especially in this time of confusion. :/
