Can anyone help me on creating a Winamp shoutcast server? Or know of some other type that would (best) work for my needs to stream music or podcast from my system. This is a project that I know nothing about.

Shoutcast for Windows, and it's pretty simple. I use the Shoutcast DNAS server and a shoutcast plugin for Winamp.
As long as the DNAS server and the Shoutcast plugin have the same
password and port, it should all work pretty easily.

I just check out yours, very nice .. wondering if your is the FREE DNAS server or one of the others that cost monthly? Seems to me like I can't even download the free version without giving them a name first/last email and a password. Kinda lame that they require that for free version.
Mine's the free one - I upgraded from DNAS 1, which worked fine for streaming but didn't update the shoutcast directory, to DNAS 2.
I don't understand how I get the shoutcast DSP plugin to auto connect? it keeps doing an auto connect/disconnect in a loop. Plus I'm not sure what ports need to get forward in my router for this thing to work. {shrug}

OK I think that I'm getting somewhere now... when I goto http://fluph.zapto.org:8000 I can see the Shoutcast webpage with the status/other stuff and the Admin login on the far right. With the status in the middle. Current Stream Information
Server Status: Server is currently down.
The connect button on the plugin Source keeps looping and the DNAS log
Have you tried to change the 192 ip address to "localhost" instead and
see if it will connect?

I tried your above url and got 404 - The file you requested could not be found mine will transfer the listen.pls to the user for loading. But my system has a buffering issue that I can't figure out.

My was on localhost, anyway I got mine working by removing the User ID
and just leaving it empty. http://fluph.zapto.org:8000/
I don't run the stream all the time. I put it up for my wife to listen
to at work so it's not public, BUT when it is up, you can hear it. It's up today so if you want to try again...
You might try IceCast is you keep having trouble with ShoutCast.
Also on the buffer, I set my Darkice encoder, I set the buffer to 15 seconds. Does the ShoutCast server let you set this? Darkice calls it
the "internal slip buffer".
