• Placing Tacks in Tranmitted Media

What's a "tack?" --- Well a tack is a piece of information that goes along
with transmitted material while not being known to be used for tracking
people when that is exactly what it does. For example if I wanted to place a tack in the Gnutella file sharing network I would share a music file on
the target's computer that absolutely no one else is sharing and at my convenience search for that file and do a traceroute to the IP that is
sharing the file, being able to figure out where a trveller is going, being able to trace where they are within an area of a town or small region. On spook systems the same things can be done with metadata or modifying files
that trigger the notice of Echelon. For example slightly modifying files of all sorts so that they have a piece of data stored on them that can be
tracked with simple file sorting methods acting as a trigger whenever the
    code is found.
