    If I wanted to ping my ISP to see if there's a server that supports SCTP or RTP do I need to be working with the libpcap library and or POSIX socket API?

    No; there are tools for that. 'nmap' can do it -- but be careful or
    you may anger your ISP. That's basically all I know.
