    And obviously we can't just blacklist GMail, too many Real People use
    it. So the fix was waiting for Norton to do something about it, and
    probably a pending update for smaller customers.

    This was received on one of my GMail accounts, and no, would probably
    not be a good idea to blacklist (or whitelist) a whole ISP!

    As for your situation, probably was very helpful for you to have tracked
    at least some of the sources: maybe a common source of sending IP found
    by the investigating team, especially when combined with other helpful complaints.
