At the time of the posting using SMBUTIL, the message should have
been converted when I read it in the specific echo after it was
uploaded when I telnet into the board.
that's what i'm saying seems to be misunderstood... if #1 posts the message then everyone will see the @-codes converted /when they view
the message/... in other words, the raw message contents still contain
the @-codes and not the results which are only translated into place
when the message is viewed...

According to Rob, the -e1 switch will do the conversion being it stipulates that I am the sysop. No other user has that option.
i haven't been able to read it like that... have you been able to post your test message to a local area and have the code converted as you desire? if yes, then go look at the raw message file for that area and
see if the actual @-codes are still in the message or if they have been converted... i'm willing to bet a beer that the @-codes are still in
the raw message and that sync does the conversion/translation when the message is viewed... that's just the way i've been understanding everything i've been reading in this topic...
i can also understand why posting it in other message areas to appear
on other bbses won't work since their user#1 is different than the one
on your system... that also points to the translation being done at
view time... you'll probably see the same results if you post it to a dovenet area... it might read fine on your system since your user#1
posted it but on everyone else's system it would show the @-codes...
as above, i think what you are trying to do will end up with a template containing the @-codes which will be processed by a tool which will
output a text file with the codes translated to the info you desire and that text file will then be posted by your posting tool...

There is a difference whereas the SenderExt is not apppearing on the first post.
That is the root cause of the problem. I've committed a fix to
smbutil.c (rev 1.106), so if you can either update your source from CVS and rebuild or download tomorrow morning's snapshot/daily build, that smbutil.exe should include the fix.
