I forgot to pay for the main Internet channel and it turned off, and the backup channel could not cope with the load. Hope everything is working now.

I'm guessing the duplicated messages are just a result of clearing the backlog?

Unfortunately, this also means that I need to rewrite the entire BBS almost all over again, so that in the event of a bad connection, the same message would not be sent several times to telegrams.
