    Did he mean that he threw his mail on the floor?

    Did he mean that he threw his mail on the floor?

    That is how I read it... he threw some mail into the "trashbin" before realizing the trashbin was not where it normally would be. So, my guess is
    the same as yours, that he dropped it on the floor by mistake.
