    Hello Rodrigo.

<On 04May2020 01:03 Rodrigo Pelaez (4:900/102) wrote a message to All regarding Conference rules? >

Hi!, noob question here: since I cannot find this conference rules,
could someone help me and told me is this msg. area is open to
    users too? Thanks!

I'm not sure if it would violate the Echo moderator's rules, but here is the text I have on file (please note that this is from July of 2000 and certainly has changed in the Moderator role and the address for the EchoList system which is now 2:25/21. If this is violation of anything, my apologies.):

    GUIDELINES FOR ECHOLIST ECHO CONFERENCE
These guidelines are designed to clarify the purpose and operation
    of the ECHOLIST echo.
    1. DESCRIPTION
ECHOLIST is an administrative echo, used by the Echolist
(ECHOLIST) Coordinator to post echo anouncements and other
    information pertaining to the Echolist.
    2. PURPOSE
The intent of this echo is to provide public information on echo
conference updates between the monthly ECHOLIST file distribution
dates. A companion echo (ELIST) also provides access to the
ECHOLIST's author for questions about the database.
    3. MODERATOR
The Moderator of ECHOLIST is the Echolist Coordinator - 1:1/21.
    4. DISTRIBUTION
Participation in ECHOLIST is open to anyone having an interest in
    the ECHOLIST and its operation.
    5. FEED STRUCTURE
Any sysop is welcome to distribute the echo within Fidonet without
further notice. Permission is also granted to gate this echo to
other networks, provided that the Echolist Coordinator (1:1/21) is
advised in advance, and standard gating technical conventions
    are followed.
    6. TOPICS
Acceptable postings in this echo are as follows:
    a. ECHOLIST moderator updates posted by 1:1/21
    b. ECHOLIST status announcements posted by 1:1/21
    c. ECHOLIST help files posted by 1:1/21
    d. Questions from participants about ECHOLIST operations
Note; Questions for the echolist keeper should be made in the
    ELIST echo.
Prohibited in this echo are as follows:
    a. Flames
    b. Commercial advertisements
    c. IBM-type "high ASCII" (>127) characters
    d. Aliases
    e. Messages regarding the moderation of this echo
These rules may be posted to the echo by the Moderator as often as he
deems necessary. Use common sense, people, and we can all get along.
