A Mac Mini still needs mains power - as does the network connection.

Thinkpad laptops make nice BBSes. Mine, combined with a small UPS,
stays up for several hours during power issues. If I felt inspired, I
could use my phone's hot spot capability to send mail packets out, but
people wouldn't be able to connect.

Im looking for power savings, even with solar you can run a potential of 100 buck a month bills with air conditioning regularly.

I worked with HP on designing these systems back around 2014. I don't recommend them - they run *hot* and so stability is a problem. They *look* great though.

I run one on a Raspberry Pi. I also run one, this one, on an UP Board sbc.
Both put off very little heat, which help keep the room cooler during the Summer, too. The UP Board is more powerful than any desktop PC I ever had,
and runs on an intel chip so there are few incompatabilities. Only issue
would be if you require a CD-ROM drive onboard. :)

I checked mine seems to run 45C with a max of 49 on core one.
Then here is another suggestion I have two of these also.

Dell OptiPlex 3040 Small Form Factor with Core i5-6500 3.20GHz

I'm trying to get away from my 850 watt Dell PowerEdge 2950 Gen III
Being where I moving, Lake Linden,MI I be lucky to get 25/2 Internet speeds
to slow to run the web sites I have.

I'll be selling the two PowerEdge Gen III & two PowerEdge 960's a
Watchguard with PFSense Dell Power Connect 32 port switch and a 8 port KVM
    1200 W UPS and 8 slot rack.

Yeah, that's getting hot. Running 24/7, it'll get hotter, so not a good server platform.

Dell OptiPlex 3040 Small Form Factor with Core i5-6500 3.20GHz

Yeah, that looks like a lot more reasonable form factor.

    I would too!

Just like those cool gamer laptops where you likely can scald your lap.

Yeah, I enjoy firing up my Pi from time to time, too :) Not really sure that
I want to use it for mainly, though.
