    Found this guide online:
    http://theoldmillbbs.com/telnetconfig.php

    Snippet:
When trying to fire up a telnet session from a link on a webpage I would get
a dialog box asking if I wanted to use the default handler. If I clicked OK
to this the dialog box dissappeared and nothing else happened. After doing a bit of research I eventually found the solution. I have documented that solution here. It works for me on my Windows 10 laptop. It may or may not
    work for you.

The basic procedure was to modify the registry entry for the telnet class default command (HKEY_CLASSES_ROOT\telnet\shell\open\command)

On my PC there was a String value (REG_SZ) Called “(Default)” that was
    set to:

    "C:\Windows\System32\rundll32.exe" "C:\Windows\System32\url.dll", TelnetProtocolHandler %l.
To use NetRunner I needed to change this to:

    C:\Program Files (x86)\NetRunner\netrunner.exe %l
you will probably need to substitute “C:\Program Files (x86)\Netrunner”
for the path to your NetRunner installtion. Also note that the l in %l is a lowercase L.

-- Just tried it myself and works -- only weird thing I noticed was it does
not remember Font/Upscaling settings for some reason. And make note of the %l not %1 :)
